Lib Dem conference: Laws questions council role in education

A tier of management between schools and government is necessary to stop problems emerging in an increasingly autonomous education system, schools minister David Laws has said.

Speaking at a fringe event at the Liberal Democrat conference in Brighton, Laws said government must engage with what will prove to be a “real issue” around the increasing school autonomy associated with ever-growing numbers of academies and free schools.

“It seems to me obvious that we need something else beyond the Department for Education (DfE), Ofsted and schools,” he said. “There are some particular roles to be filled in the education system that need some other organisation or organisations.”

Laws said the role that councils should play in the future of education is still up for discussion, but suggested there are several circumstances in which “a level in-between central government and schools” is vital.
