Let's make the cultural offer hard to refuse

We are at risk of finding that "offers" takes over from "matters" as the policy mantra of the moment. There's nothing wrong with that in some ways. After all, what ultimately matters is what we offer to our young people.

Hence my interest in the cultural offer - a phenomenally ambitious initiative from the Department for Culture, Media and Sport. It seeks to ensure every child is offered at least five hours of high-quality culture a week, both in and out of school. High-quality culture is defined as things such as theatre (both attending and taking part), heritage and exhibitions, making song and music, writing and listening and visual arts.

Like most initiatives, the cultural offer will have a pilot stage exploring the practicalities of implementation. One just hopes it will not stall there but will go on to become an authentic experience for all children and young people.
