The places, which would be made available over the next three years, form part of its larger drive to generate 250,000 apprenticeships.
Pat McFadden, chair of Labour's National Policy Forum, told the Labour Party conference: "Government spends billions every year on goods and services. It must be right that we use this purchasing power to support the young people of this country," he said.
"We will aim for 20,000 apprenticeships over the next three years through government procurement as part of our wider aim to increase apprenticeship numbers."
