Inspectors identify high levels of drug use and self-harm at Parc YOI

While Parc Young Offender Institute (YOI) sustains its reputation as a "safe and decent prison", more work is needed to reduce incidents of self-harm, violence, and availability of drugs, according to inspectors.

An unannounced visit to the YOI, in June and July, by HMI Prisons, shows that it continues to operate successfully, but is facing challenges related to drug use, violence and self-harm.

The inspection report praised the YOI's use of specialist units including a neurodivergence unit and a young adult and veteran unit, both of which were found to provide "excellent" support and good living conditions.

Inspectors also highlighted that the facilities "work ethos" promoted time outside of cells, and encouraged participation in purposeful activity for young offenders. 

They noted t​hat many young offenders had two hours of time spent with other inmates in the evenings, and that there were initiatives in place which encouraged them to use their free time constructively.
