'Inadequate' authority recruits senior staff to improve children's services

Surrey County Council, which was judged as "inadequate" for safeguarding in its last Ofsted annual performance assessment, has recruited two senior staff to its children, schools and families team.

The authority has replaced Jim Leivers, the interim head of children's services, with Caroline Budden, previously assistant director of children's care at Medway council.

Garath Symonds, who was previously Lambeth's assistant director of specialist youth services, will fill the newly-created post of head of services for young people.

Budden has a 19-year career in social services and Symonds has been working with young people for 12 years after starting his career as a residential social worker and school improvement officer.

Peter Martin, Surrey's executive member for schools, children and youth services, said: "Both of these appointments are key to implementing our improvement plans and delivering an outstanding service to all the children in Surrey, a task that is well under way.

"They will work alongside our senior managers to provide an excellent mix of experience, skills and vitality to meet and exceed the needs of Surrey's residents."
