Following his appointment to the position earlier this month, Johnson announced that the initiative will include an anti social behaviour website.
The site will give people details of who is responsible for addressing antisocial behaviour locally.
The drive will also involve the creation of online league tables to help people compare what their local authority is doing to address antisocial behaviour with action taken in other parts of the country.
Leaflets will be provided with the same information for those who do not have internet access.
