
YJB chief executive Lin Hinnigan said a revised version of Sustaining the Success, guidance published in 2004, is being developed because “the traditional YOT model is evolving”.
“Services delivered by local authorities are changing in the wake of a substantially different funding climate – and YOT models are being affected,” Hinnigan told the Association of Youth Offending Team Managers.
“The emphasis this government places on localism furthermore means that the YJB’s relationship with YOTs is changing.
“We are no longer in the business of setting challenging national targets.”
Hinnigan said work to develop new guidance will continue over the summer with YOTs, the Local Government Association and Association of Directors of Children’s Services, being asked to contribute.
