The programme, which currently caters for children from birth to five years of age, was due to be officially extended at an event attended by Children's Secretary Ed Balls and health secretary Andy Burnham.
A spokeswoman for the Department of Health later revealed the launch had been postponed.
She was unable to give a reason for the change of plans but insisted the programme has not been cancelled.
A spokeswoman for the Department for Children, Schools and Families earlier told CYP Now the event had not been intended as a launch, rather stakeholders had been invited to "discuss the plans".
