Asthma is set to be a focus of the government's forthcoming strategy on chronic obstructive pulmonary disease and Johnson said he is keen to see support offered at the earliest opportunity.
In development is a children's asthma best practice guide for schools, councils and health trusts to ensure children have access to support services quickly and close to their homes.
Primary care trusts are also being urged to improve their local data on asthma and use disease management IT systems that help analyse emergency bed days attributable to asthma attacks.
Johnson said: "We are bringing local health trusts and schools together to make sure that child asthma sufferers in every part of the country get help in managing their symptoms so they can lead full and active lives."
