The guidance, which encourages head teachers to link with local services to help identify and support children who live with alcoholics or problem drug users, will also cover drugs education in the classroom. It will encourage teachers to work closely with families to give consistent messages on drugs and alcohol at home and school.
The guidance is not currently statutory but will form the basis of guidance on statutory drugs education when personal, social and health education becomes a compulsory school subject in 2011.
Schools minister Diana Johnson said: "I'm pleased this new guidance offers more advice on alcohol, because while the proportion of teenagers who drink regularly is falling, those who do drink are drinking more. Tackling drug and alcohol misuse in schools is therefore crucial.
