The programme launches in September and will involve 20,000 school leavers in community activity as part of an Entry to Employment course. Pilots will also be launched to encourage community service among 14- to 16-year-olds over the next two years.
Prime Minister Gordon Brown said: "What we are doing today is taking immediate steps in the next school year to boost national youth community service, giving thousands more pupils the opportunity to take part and paving the way for every young person in our country to do more to play their part in their communities."
Ministers are considering plans to ensure all young people contribute at least 50 hours of community service by the age of 19, possibly through the National Curriculum.
