This year was the first year that the initiative applied to 17-year-olds, but latest figures show that only 79.7 per cent of those of that age had received an offer of a course.
Despite these findings improvements have been made for 16-year-olds, which were already part of the initiative.
Figures for September this year show that 94.2 per cent of 16 year olds were provided with a suitable offer of a place on a course, up from 91.8 per cent the previous year.
Beverley Hughes, Minister for Children and Young People, said: "We can still do more and need to ensure that flexible education and training provision is available in every area so that young people can engage as soon as they are ready."
