Government approves first chain schools providers

The government has approved the first set of education providers to receive funding to run chains of underperforming schools.

Under the scheme, announced in October last year, dissatisfied parents will be given the power to vote for an accredited provider to take over a school if there is evidence of poor performance.

Prime Minister Gordon Brown and Children's Secretary Ed Balls said the plan has also been extended to cover primary schools.

"The successful schools and organisations announced today are among the most outstanding school providers in the country," said Balls.

"They have a proven track record in not only running just one excellent school, but the ability to spread this excellence to other schools that need more support."

The Accredited Schools kite mark is being offered to federations, academies and trust schools. It is split into two levels; Accredited School Providers that can take on two schools and Accredited Schools Groups can take on three or more.

Yesterday (22 February) CYP Now reported that the National College for Leadership of Schools and Children's Services had claimed chains have the potential to deliver significant improvements in performance.

But the latest announcement has received a lukewarm response from teachers' unions.

Deputy general secretary of the Association of Teachers and Lecturers Martin Johnson said: "Schools do better when they work together and learn from each other, but the overtones of takeover and possible ownership are not right."

General secretary of the National Union of Teachers Christine Blower said: "There is absolutely no evidence that sponsors, tied up in the governance of schools, do anything other than restrict those schools' ability to have wide and flexible relationships with organisations in the outside world."

Blower also criticised the decision to include primary schools in the initiative. "Extending chains of sponsors to primary schools will have the effect of inhibiting the effectiveness and achievement of those schools," she said.

Accredited School Groups named today include Barnfield College in Luton and The Kemnal Trust in Bromley. Sunderland University and Bradford College are among those chosen as Accredited School Providers.
