Jean Gross, director of the Every Child a Chance charity, will be expected to highlight best practice among service providers, raise awareness among commissioners and plan, organise and lead a National Year in 2011 focusing on the importance of developing children's communication skills.
The role is jointly funded by the Department for Children, Schools and Families and the Department of Health, as part of its £12m action plan Better Communication.
"Speech and language difficulties are now the most common form of special educational need for younger children, sometimes arising from specific impairments, sometimes from social disadvantage and sometimes from both," said Gross.
