Gove said the review of the Edlington case published this week, three years after the attack, did not meet his expectations.
He called for an independent review to ensure "all the necessary lessons and improvement have been identified".
"It documents everything that happened but with insufficient analysis of why and what could have been done differently," Gove said.
He said the report, which was commissioned by Doncaster Safeguarding Children Board, is the latest example of how the current serious case review model is failing.
Lord Carlile has been appointed to handle the independent review of the case. His review will link up with efforts by the council to turn around the performance of its children’s services.
