Lord Wei, who stepped down from his big society role in May and is now an adviser to the Community Foundation Network, said youth services must look for new funding streams in the face of "a crisis for young people".
Wei told delegates at the annual Confederation of Heads of Young People’s Services (CHYPS) convention that local authorities should be prepared to "mix it up" with other sectors.
He said community foundations, of which there are 58 across the country, can be facilitators of "cross-structural working", pointing to the fact that half of foundations have specific funds dedicated to working with young people.
