Youth justice Minister Crispin Blunt said "four separate types of inquiry" are underway after Alex Kelly, 15, and Jake Hardy, 17, died after being found in their cells in separate incidents at young offender institutions (YOIs), but stopped short of outlining their scope.
His death came just a day after that of 17-year-old Jake Hardy, who died in hospital last Tuesday after being found at Hindley YOI in Wigan.
A Ministry of Justice spokesman confirmed that four inquiries will be held into each incident, comprising an investigation by Prisons and Probation Ombudsman, an inquest by the local coroner, a police investigation, and a serious case review by the local safeguarding children board.
