Feltham violence remains 'unpredictable' despite improvements

Violence at Feltham young offenders institution (YOI) remains "unpredictable and reckless" despite considerable attempts to address violent behaviour, an inspection report has found.

HM Prisons Inspectorate’s report into Feltham A, which houses 240 young offenders aged between 15 and 18 years old, praises staff for implementing “comprehensive” and “meaningful” strategies to tackle violence and bullying following a damning inspection report in July 2013 that warned that the YOI was blighted by extreme violence and gang culture.

However, the report warns that a significant amount of conflict between young offenders remains and found the presence of 48 gangs, causing 26 per cent of the population to be managed on either “restricted regimes or ‘keep apart’ lists”.

Inspectors also found that there had been 79 assaults on staff in six months prior to the August 2014 inspection.
