In depth analysis of council spending during the first three months of the pandemic and forecasts for the remainder of the financial year suggests that councils will spend £305m more on children’s social care in 2020/21. This is based on councils spending £32m, £33m and £36m more than budgeted for in April to June 2020.

In total, councils are forecasting an overspend of £4.4billion in 2020/21, largely driven by £1.8bn of unbudgeted spending in adult social care, the service hit hardest by the pandemic.

Children’s services was the area with the next highest overspend forecast, followed by £254m more on education and £96m on public health.
