Councils turn to charities to deliver open access youth work

Charities are stepping in to offer universal open access youth work to local authorities that have cut back their own provision due to cash shortages, according to new research by the National Youth Agency (NYA).

Findings from the latest National Youth Sector Census revealed that youth charities and community groups are “disproportionately providing”, and being commissioned by local authorities to provide, open-access universal services and out of school activities with young people.

The report states that there are now fewer local authorities delivering their own in-house youth work provision and where it is still in place, it tends to be “scaled down”, sometimes run from one central location or in the most deprived boroughs.

Resources tend to be targeted at vulnerable groups, with “less open access provision remaining”, the report says.

Prior to 2010, the local authorities that participated in the census had well-established and popular youth work offers, delivering detached work alongside universal, open access, place-based youth clubs run by qualified youth workers. But following a drop in funding, local authorities have been forced to redefine their offer.
