Last year, councils in England and Wales employed 7,500 apprentices and trainees, but this year, the figure has increased to 14,400.
This figure should rise to 18,600 by the end of next year, as part of council initiatives to provide more training for young people, the research found.
In Knowsley, the council's apprentice scheme has helped more than 200 apprentices into full-time work with more than 70 local employers. The council also has an internal apprenticeship scheme, which has just taken on 21 recruits working in areas such as housing benefit and horticulture.
In Essex, the council has launched a three-year programme to offer 1,000 apprenticeships in the county. The first 120 young people started their training with engineering and manufacturing firms last month.
