Council may impose 18 certificate for smoking in films

Children in Liverpool could be banned from watching films featuring smoking after a consultation on the idea was launched.

Liverpool City Council is considering giving new releases an 18 certificate if they depict images of smoking following a proposal by the city's primary care trust (PCT).

A report on the issue refers to research suggesting that imagery of tobacco use in movies has a strong effect in encouraging young people to smoke.

The national smoking rate is 22 per cent, but the rate in Liverpool is 29 per cent. An estimated 5,300 children in the city are reported to smoke.

Councillor Malcolm Kelly said: "I would urge as many people as possible to take part [in the consultation] as we want to get a broad range of opinions before we make a decision on this subject.
