Council holds on to children's services after threat of trust transfer

Blackpool Council will retain responsibility for its "inadequate" rated children's services after the Department for Education followed a commissioner's recommendation to extend support.

DfE-appointed commissioner Helen Lincoln, who is director of children and families at Essex County Council, advised that the service should not be transferred to a trust as it risked slowing down improvements that are underway.

Lincoln was appointed to carry out a three-month review, following the damning Ofsted report published in January of this year, which found "longstanding and widespread" failures were leaving children at risk of harm.     

Her report, published this month, found that the council has been "responsive, open to learning from elsewhere, and prepared to make significant changes strategically and operationally".
