Council and children’s trust relationship at risk of ‘complete breakdown’

The relationship between Bradford Council and the trust that runs children’s services in the city is blighted by tensions around spending and at risk of completely breaking down, warns a government-commissioned review.

The warning has been raised in the review after the local authority approached the Department for Levelling Up, Housing and Communities for extra money last year to set up the Bradford Children’s Trust, which is funded by the council.

The trust's launch in April last year followed a critical inspection report by Ofsted which rated the department "inadequate" in all areas of its work.

The tensions centre around overspending by the trust, which has a budget allocation from the council of £170m a year.

The review found “levels of trust between the two parties could be better and whilst we do not apportion blame to either party, we strongly recommend that the parties come together to jointly agree how to secure a better understanding of the solutions to the issues facing the trust”.
