Corporate parenting failures sees Newham downgraded to 'inadequate'

The London borough of Newham is failing to fulfil its duties as a corporate parent, according to a damning Ofsted report that found a "significant deterioration" in the quality of children's services over the last five years.

Inspectors have downgraded the department to "inadequate" for overall effectiveness after finding a raft of failures across its leadership, social work practice and support for children in care and those leaving care.

They found that council leaders are failing to ensure children in care and care leavers are well supported.

In addition, social workers are not being effectively helped, including being offered sufficient time to reflect on their work.

Inspectors raised concerns about inaccurate record keeping during their previous inspection in 2014, when the council was rated as "requires improvement", as well as during a focused visit last year. But during their full inspection visit in February Ofsted found that these issues had still not been addressed.
