
Chris Skidmore, MP for Kingswood and a member of the education select committee, said positive results from trials of the funding incentives in youth justice settings suggested the scheme would benefit special educational needs institutions.
Speaking at a conference fringe event, Skidmore, who also teaches at Bristol University, said PRUs catered for “some of the toughest pupils of which only 0.5 per cent get five good GCSEs”.
“Often with PRUs you find them to be a conveyor belt to young offender institutions. We now accept we’re going to have payment-by-results in the justice system, why can we not have payment-by-results when it comes to PRUs?”
