Speaking at a meeting of the Childcare All Party Parliamentary Group (APPG) and Parents and Families APPG this week, Teather said a portion of the grant would be designated for rewarding positive performance.
"We’ve given local authorities a very flexible budget called the new early intervention grant so that they can prioritise what’s important for their area," she said.
"What’s key is that we give the flexibility to councils and to children’s centres to tailor that offer to make sure we’re really reaching the children that need that support most. And to try and drive that process we’ll hold a bit of money back for payment-by-results so that we can drive through more of a focus on outcomes and getting results for the most vulnerable children."
