The commission's recommendations come as results from the 18-month study show more than half of Britain’s adults think families need more family-friendly communities, and 47 per cent would like more advice when things go wrong.
The proposed family test would mean every government department had an obligation to demonstrate how families are affected by each new policy, with bureaucracy and processes simplified to make them accessible.
The commission also wants to see the money spent on Sure Start children’s centres extended to support parents and other family members, beyond the current focus on under-fives provision.
With the results of the comprehensive spending review to be announced next week, the Family Commission, led by charity 4Children, wants to see a family revolution where the government, local authorities, family courts, professionals, schools and families themselves, put families at the heart of every decision.
