Clegg pledges to spend 7bn on disadvantaged children

Seven billion pounds will be spent over four years to help improve the lives and education of the country's poorest two- to 20-year-olds, the Deputy Prime Minister has announced.

Speaking at a junior school in Chesterfield, Nick Clegg said a "fairness premium" split into three parts will be included in next week’s spending review to support the most disadvantaged children.

First, all disadvantaged two-year-olds will have an entitlement to 15 hours a week of pre-school education, in addition to the 15 hours already available to them at three and four years of age. This additional early years investment will amount to £300m a year by 2014-15.

The second part is the pupil premium to help poorer pupils, which will give schools additional funds to offer targeted help to every pupil eligible for free school meals in an attempt to reduce inequalities. By the end of the spending review period, the pupil premium will grow to an additional £2.5bn of investment each year.
