The report suggests commissioner Kathleen Marshall should answer to theScottish Executive. Campaigners have responded by insisting that thecommissioner's independence must be upheld.
Members of the Scottish Parliament's finance committee drew up thereport in response to widespread concerns over the rising number andcost of Parliamentary commissioners in Scotland.
Labour MSP Des McNulty, convener of the committee, said: "The committeehas questioned whether Scotland's commissioner should continue to bedirectly accountable to Parliament or held accountable through Scottishministers."
The committee's report, published last week, outlines the advantages ofsuch an arrangement. It states: "Such an approach would bring Scotlandinto line with the approach adopted in England and Wales. In addition,giving responsibility to the executive would provide it with an overviewof all funding to ensure the division of funds is proportionate andappropriate."
