The Charity Commission today published its inquiry into the foundation amid continuing complaints about improper fundraising in its name.
The investigation into the charity was opened in January last year, after the commission received complaints from the public and local trading standard departments regarding unauthorised and unlicensed clothing collections undertaken on behalf of the charity.
The inquiry found no evidence that the foundation spent money or donated goods charitably and found mismanagement of the charity's affairs by the trustees.
Officers also reported that during the conduct of the inquiry the trustees were unwilling to co-operate fully with the commission.
Andrew Hind, chief executive of the commission, said: "The Children's Welfare Foundation is no longer a registered charity. We had serious concerns about the way this charity operated and will continue to monitor any fundraising ostensibly carried out in its name.
