This means that 10 local authorities are set be rated as "performing poorly" when Ofsted publishes its yearly ratings of all children’s services on 9 December.
However, this figure could increase because the judgements for nine councils are yet to be finalised.
Matt Dunkley, vice president of the Association of Directors of Children’s Services said the figure was disappointing but "not totally surprising as the inspections were rightly focused on those local authorities suspected of having difficulties in this area".
Despite this, 21 councils are on track to be rated as performing excellently, 75 as performing well and 37 as performing adequately.
Of the 10 underperforming councils, all were judged to be inadequate for safeguarding. But inspectors also found weaknesses in secondary schools and in provision for young people over the age of 16 in a higher proportion of these authorities.
