Child poverty: Harker's plans will fail without cross-departmentalsupport

Charities have backed plans by the child poverty tsar to support poor working parents, but say attempts to eradicate poverty will fail without cross-departmental moves to involve employers.

Lisa Harker last week published her report for the Department of Workand Pensions, three months after she was tasked with helping theGovernment to meet its targets to end child poverty by 2020, and tohalve it by 2010.

The report calls for a "culture shift" in Job Centre Plus, reflected inits target structure, towards viewing jobseekers in the context of theirfamilies. Currently, only lone parents have their family commitmentstaken into account.

Harker calls for a New Deal for Parents package. For example, allparents on Welfare to Work programmes should be asked about theirchildcare needs, and offered advice on getting childcare and childcarecosts for training or interviews.
