Charity welcomes government moves to define child criminal exploitation

Government moves to create a statutory definition of child criminal exploitation (CCE) have been welcomed by charity The Children’s Society.

The charity is calling for the definition to become a “shield for all exploited children and young people”, with CCE becoming a standalone offence under the Crime and Policing Bill currently making its way through Parliament.

The moves follow an amendment tabled by Rotherham MP Sarah Champion, which states:  “For the purpose of defining the offence created in section 38 of the Crime and Policing Act 2025 (Child criminal exploitation), the criminal exploitation of children is a form of child abuse in which a child under the age of 18 is used for purposes that constitute, enable or facilitate an offence under the law in England and Wales, regardless of whether the activity appears to be consensual, or whether the activity occurs online, through the use of technology, or in person.”
