In a speech to equality charity Stonewall, Clegg called on schools and to do more to tackle homophobic bullying.
He said schools played a “fundamental” role in preventing homophobic bullying and claimed the government needed to better monitor incidents in schools.
Clegg also emphasised the role of teachers. He said: “Having supportive, trained teachers to turn to should not be a matter of luck of the draw for gay pupils. It should be available to every one of them.”
Daniela Wachsening, policy adviser for the Association of Teachers and Lecturers (ATL), said: “Homophobia and homophobic bullying remain a pervasive problem, not only within our schools and colleges but also in society in general.”
