Barnardo's chief hits out at 'disastrous' EMA replacement

The chief executive of Barnardo's has described the replacement for the education maintenance allowance (EMA) as a "disastrous step backwards" after government statistics revealed the percentage of 16- to 18-year-olds participating in education and training rose by two per cent last year.

The figures published today (30 June) mark the highest ever rate of young people aged 16 to 18 taking up education or training at 84.4 per cent, with the total number increasing by 1,600 to 1.64 million between December 2009 and the end of 2010.

In response to the figures, Anne Marie Carrie said that making providers of 16 to 19 education decide which young people are most in need will not be effective and could see a decline in teenagers accessing further education.

"It is encouraging to see the proportion of young people in education and training rise by two per cent," she said. "If as a nation we are committed to raising the aspirations of our young people, positive engagement with learning must be promoted at every opportunity.
