OECD calls on government to reinstate EMA

The government should reinstate the education maintenance allowance (EMA) to improve achievement among young people, according to the latest report from the Organisation for Economic Co-operation and Development (OECD).

In the organisation’s annual Going for Growth report it states that governments across the world must reform underlying economic structures to boost activity and increase living standards.

Making its recommendations for the UK the OECD said the government should continue its focus on core literacy and numeracy skills; encourage participation in secondary education by reintroducing the education maintenance allowance; and ensure that vocational programmes provide skills that are relevant for the labour market.

Shadow education secretary Andy Burnham has described the latest report as "another blow" to the coalition’s decision to scrap EMA.

"The number of independent voices calling for the EMA to be reinstated is growing by the day and it’s time that [Education Secretary] Michael Gove listened.
"The OECD warned the government about scrapping the EMA. They have looked at Michael Gove's inadequate replacement and called on him to go back to a scheme that worked."
