Balls writes to children in care to explain policy reforms

Children's Secretary Ed Balls is writing to every looked-after child in England to explain latest government moves to ensure they are properly consulted and supported when looking for a job.

He has made the move as part of the government's Care Matters: Ministerial Stocktake Report 2009, which outlines changes and proposed reform of children in care policy since 2007, when Care Matters was published.

Among reforms mentioned in the letter is the From Care2Work programme, which guarantees all care-leavers access to training, jobs and mentoring.

His letter also explains proposed legal changes guaranteeing their right to be consulted on issues such as a change of placement.

Further reforms, not mentioned in the letter, are also being put forward by Balls, such as a guarantee of appropriate luggage for children when moving between placements. Many children and young people in care are currently forced to move their belongings in bin liners.
