The South East and Greater Manchester have been chosen as pathfinder areas for regional care co-operatives (RCCs) under which councils will share resources to improve placement planning centrally.
The idea was first proposed by Care Review chair Josh MacAlister in his final report to ministers and taken forward by the last government in its Stable Homes, Built on Love Report.
RCCs will launch next summer with the South East RCC backed by £1.95mn funding and Greater Manchester by £1.5mn for initial development and a further £5mn to fund additional placements.
The South East RCC will be made up of 18 councils while the Greater Manchester co-operative will include 10.
