
Owers, chair of the National Adoption Recruitment Steering Group, said that the national campaigning model developed for recruiting adopters “is directly transferable to fostering”.
Extending the national campaign into fostering is necessary as councils face “a significant challenge” in recruiting carers, said Owers in a letter to Zahawi.
Recruitment is particularly needed to meet a shortage of foster carers for older children, his letter adds.
“We believe that the lessons from the adopter recruitment campaign and the rich materials and approach that we have developed could be applied to fostering,” states his letter.
It adds: “While there are notable differences between adoption and fostering, children who come into care should be seen as one group with similarities in their experiences and challenges of abuse and neglect.
