ADCS chief slams 'unscrupulous' employment agencies and 'profit motive' in children's social care

The president of the Association of Directors of Children’s Services (ADCS) has hit out at “unscrupulous” employment agencies for exploiting cash-strapped local authorities in the supply of agency social workers.

Speaking at the National Children and Adults Services conference in Manchester today (Wednesday), Steve Crocker, director of children’s services (DCS) in Hampshire, said children’s services faced a shortage of care placements, funding and staff to support rising numbers of struggling families and vulnerable children. 

However, in his speech Crocker told delegates that councils are being “put over a barrel” by employment agencies who will only provide teams of agency social workers at great expense rather than single practitioners to plug gaps in the workforce when they appear.

“Every local authority needs a flexible workforce and the ability to draw on temporary workers,” said Crocker.
