His comments came after former education secretary Baroness Morris referred to a story written by CYP Now that highlighted the issue.
Speaking in the House of Lords yesterday, she questioned how councils would deal with the 16 to 19 transfer without receiving a full complement of experienced staff from the LSC.
She said: "How will the staff be able to undertake all the extra tasks that they have got to do?"
Young told MPs that the process of matching LSC staff to local authorities is still under way, but confessed: "We have to deal with the vacancy situation."
He said: "We must and will ensure that local authorities have the skills to conduct these functions."
