The strategy focuses on the need for improved partnership working at a local level. It also advocates the use of early intervention and prevention to reduce the likelihood that a child will become a repeat offender.
Unveiling the strategy at the ACPO Children & Young People Conference, Ian McPherson, ACPO head for children and young people, said it is important to involve the third sector more in youth justice.
"The new coalition government is yet to establish its policies towards children and young people. This gives us the opportunity to influence the way police and partners deliver their services to young people," he said.
