What does the children commissioner's Stability Index say about the lives of looked-after children?

What does the Index measure?

Created in 2017, the Stability Index is a measure of changes in care placement, school and social worker for looked-after children which is published annually by the children's commissioner for England. The latest version, published in August, collates data from all 152 local authorities to give a national picture of changes in 2017/18 and how rates vary from place to place, with the aim of identifying problems and encouraging councils and the government to address them.

Commissioner Anne Longfield says too many children are "pinballing around the care system", resulting in instability that "hampers their life chances". She says instability affects children's ability to learn, form strong relationships with practitioners and carers, and in some instances make them more vulnerable to exploitation.
