Responsibility for safeguarding children and young people became a key part of the job for youth professionals following the 2003 inquiry into the death of Victoria Climbie. It doesn't matter if you're a full-time statutory youth worker or a part-time volunteer; you still have a duty to recognise and respond to possible cases of abuse or neglect.
Quite where a worker's responsibility begins and ends depends on the type of organisation they work for and the post they hold. For example, senior managers, such as those running youth clubs, are obliged to put reporting procedures in place to handle suspected cases of abuse. They also need to provide adequate safeguarding training and refresher courses for staff that work directly with young people, including volunteers.
