One of the 'red tape' activities undertaken by Councils - one that they often wish did not have to be done, and I admit that I have been in that group - is the making of statistical reports to central government. And of course the bureacracy of such returns should be minimised.
But unless there is a national picture, no-one knows what is really happening, and politicians of all colours and stripe will simply make guesses or use anecdote and example.
So the news that Connexions services are increasingly unable to make returns on NEET figures is deeply disturbing. No-one will be able to speak with authority on whether a particular policy is working or not, and that will lead both to national ignorance, and poor practice, as accountability will become much reduced.
