One of the more bizarre acts of the incoming Coalition government in 2010 was to halt all government publicity campaigns – from promoting public health to apprenticeships. A Cabinet Office star chamber was set up to vet all departmental requests to publicise activity or to advise the public. Almost all such requests were turned down on the grounds of cost, or because the Cabinet Office wanted to reduce the role of central government – stopping the ‘nanny state’ in its tracks.
