Of course there is more than one measure of success or failure for public services - and the more complex the organisation, the more measures you need. It's simpler in the private sector - there is just one measure - bottom line profit for the shareholders - and that leads to all sorts of oddities, from hedge funds investing billions on a short-term bet, to companies changing their direction completely; just look at IBM. But in the public sector, we need ways to assess how well we are doing, both for internal accountability and improvement (A surgeon might ask 'How well am I doing as compared with surgeons in my field?) and external accountability (Parents might ask 'Which is the best school for my child?')
