
Staffordshire County Council is a large authority in the West Midlands with a mix of rural and urban communities.
Children and young people under 18 account for around 20 per cent of its total population (171,000 out of 867,000). The population is predominantly of white heritage, with around eight per cent of under-18s coming from ethnic minority backgrounds (see graphics).
The council is Conservative-controlled; eight of the county's nine MPs are also Conservative.
Staffordshire children's services was rated "good" by Ofsted in 2014, and a follow-up inspection last summer trialling the new ILACS framework also judged services to be good.
Despite the success, the council has embarked on a reorganisation to focus more on early help and in the process make savings.
