In Practice: Case study - The foundations for a success

Planning a new build children's centre can be a mammoth undertaking, so being clear about what will work right from the start is important. Jo Stephenson finds out how one such centre is being created in Hertfordshire.

Objectives: Borehamwood and Elstree Children's Centre in Hertfordshire is a new-build centre being constructed as part of a private finance initiative. Charity Hertsmere Leisure is overseeing the development of services at the centre, which will serve two children's centre areas. "The focus has been on the core offer for children's centres," says Hertsmere Leisure's children's centre director Liz Applin. "We have got a lot to do so we have had to be quite firm about what was going to work."

What was done: A community consultation has helped shape services. Hertsmere Leisure is providing a range of these in-house in a bid to be more cost-effective. That includes running a 40-place day nursery, parenting support, play sessions, a toy library and a creche. At the same time there will be a lot of partnership work with organisations including West Hertfordshire Primary Care Trust, Home Start, Jobcentre Plus and a local further education college.
